Andrews entered duty as a Second Lieutenant of Infantry, Regular Army, in March 1949. In September 1951, he transferred to Finance Corps. Following assignments at Fort Riley, Kansas, and Fort Benning, Georgia, he served as Deputy Finance Officer, 40th Infantry Division, and Finance Officer, 4th Finance Disbursing Section, during the Korean War. Subsequent assignments include: Deputy Finance Officer, Tokyo Finance Office; Finance and Accounting Officer and Deputy Comptroller, Fort Leavenworth, Kansas; Deputy Director, Finance Department, and Special Assistant to the Deputy Civil Administrator, United States civil Administration, Ryukus; Finance Officer, 101st Airborne Division' Chief, Program and Budget Division, Headquarters, USARV; Chief, Budget Division, Headquarters, Third USA; Comptroller, XVII Airborne Corps and Fort Bragg; Deputy Commander of the U.S. Army Institute of Administration. On May 5, 1975, he was promoted to Brigadier General and assumed the duties of Commander, U.S. Army Financial and Accounting Center. His decorations include the Distinguished Service Medal, Legion of Merit, Meritorious Service Medal, Army Commendation Medal with three oak leaf clusters, and the Parachutist Badge.
